Are there any methodologies available to assist in the transition from government to e-government?
A methodology to assist access providers making a successful transition to an increasingly user- and usage-focused electronic service delivery model is proposed in a technical report from the center of technology by Pardo T. A., Dawes S. S. and Creswell A. M. entitled Opening Gateways: A practical guide for designing electronic records access programs. The authors recognise that this transition requires careful assessment of users, uses, content, operation, and cost of the desired program. The proposed methodology comprises a preliminary program description that sets the stage for the analysis that follows and four tools, namely Assessment, Diagnostic, Program Design and Cost Estimation Tools. According to another approach, success or failure may be determined by the gaps between the conceptual models held by key stakeholders or implicit within reengineered information systems and public sector realities.
