Are there any legal issues associated with using offshore programmers?

It is definitely legal to use offshore workforce. However, while generally various tax rules apply with regards to employment of local employees by an international company, you do not need to worry about those laws. Since ProgForce is an international company with a branch in Russia, you will pay us per employee on a pre-defined basis (e.g. monthly or bi-weekly) and we will deliver the payment to our employees and deal with the local taxes and money transfers.
