Are there any funding requirements for a large county with significant rural/frontier areas?
The requirement that rural areas of a state must receive at least 20% of the total grant award or an amount consistent with their proportion of the state population, whichever is higher, is for state recipients. A funded county is responsible for implementing the program only within the geographic area of the county and must serve the entire county including any cities within the county. If our organization has a hiring freeze, is it acceptable for the “full-time staff person or equivalent responsible for managing the planning, implementation and evaluation of the program” to be a contracted position? No. For the first 90 days, the applicant must maintain the minimum staffing requirements to include a representative of the leadership of the recipient organization to manage the program.
