Are there any exceptions to the dog fouling law?
Exceptions apply in instances whereby the person in charge of the dog is registered blind – any other person exercising a guide dog is subject to the legislation. In exceptional circumstances a person may be deemed exempt from the law, if the person in charge of the dog has a reasonable excuse for not clearing up the mess. However be warned, that such circumstances are extremely rare and simply not having a plastic bag or “poop scoop” does not constitute a reasonable excuse.
