Are there any exceptions for “small batches” or “limited edition” toys or for products that are made of natural materials?

A24: CPSIA does not provide exceptions for “small batches” or “limited edition” toys. All toys need to be safe and compliant, whether there are 5 million toys produced or just 500. The Toy Safety Certification ProgramSM does provide for sample size exceptions for small volume or expensive toys but compliance is still required. With regards to natural materials, there are lead exemptions. The CPSC has determined that certain natural materials do not exceed the lead content limits and, while compliance is required, testing of these identified materials is not. These natural materials include untreated wood, precious and certain semiprecious gemstones, natural fibers such as cotton, silk, and wool, and other natural materials such as coral, amber, feathers, and fur.
