Are there any consequences for local nationals as a result of speaking to a team member?
Nobody understands the problem of unintended consequences better than a population that has been living under totalitarian dictatorships or fundamentalist regimes for decades. Local people who choose to talk to HTT members (or to the US military more generally) have decided to engage because they believe there will be some beneficial outcome that can potentially improve their way of life. Neither the U.S. Army nor the HTT force village elders to discuss their needs for fresh water, veterinary care, or physical security. From the perspective of many local nationals, the consequences of not engaging outweigh the risks of engaging.
