Yes, there are some little towns near the highest mountains. The highest town near the Teide (3718 m.) is Vilaflor, at about 1400 meters. The highest town near the Mulhacén (3479 m.) is Trévelez, in the Alpujarras, at 1476 meters. Near the Aneto (3404 m.), there is Cerler, at 1540 meters.
