Are there any circumstances in which the FBI would be the first responders at a murder scene?
I think people are misunderstanding the difference between a first responder and the person actually investigating. Unless the FBI agent was standing right there, in 99.999% of the cases, they would not be the first to called to the scene. While there are many cases in which they may do the investigation, they do not have the training of a first responder to a crime scene. In the case of a federal building that someone mentioned, more than likely the Federal Protective Service Police would be the first on scene and in the case of the President or member of congress, the Uniformed Secret Service or Capital police.
