There are some that are free, but they are very competitive. Also it depends on your area of interest. There are many threads on here regarding summer programs. Off the top of my head some free programs include RSI, TASP, YSP, SSP. I think the deadlines for this summer may have pased for these. Look at offerings by your local colleges also.
