The Emergency Economic Stabilization Act of 2008, enacted on October 3, 2008, included various provisions to provide tax relief to those impacted by the 2008 spring/summer storms and floods. One provision includes a doubling of the college tuition tax credits, including the Hope and Lifetime Learning Credits for both 2008 and 2009. In order to qualify, the individual must have attended an educational institution located in one of the FEMA affected counties including: Adams, Calumet, Crawford, Columbia, Dane, Dodge, Fond du Lac, Grant, Green, Green Lake, Iowa, Jefferson, Juneau, Kenosha, La Crosse, Manitowoc, Marquette, Milwaukee, Monroe, Ozaukee, Racine, Richland, Rock, Sauk, Sheboygan, Vernon, Walworth, Washington, Waukesha, and Winnebago. Where the student lives is not a factor in qualifying for these credits. The determining factor is if the student attended an eligible educational institution located in one of the affected counties.
