A. It would be great if they were all State Contract vendors and if none of them conflicted with current contracts, but that was never the intention of the services list. It would be by fortunate coincidence if that were true. Purchased with the card because of 1099 reporting. The service list was created to allow state employees to pay for services using a credit card, but the vendor had to be on the “services list” – which meant their W-9 had to be on file (with OSC) as a corporation or non-profit. The P-Card Program rules are to follow the procurement procedures and use the P-Card as a payment tool. Therefore, all the contract compliance rules still apply.
