Yes, medical personnel salaries and benefits would be countable. However, if they are also serving in another position such as a fire fighter, the county would need to back out the percentage of time the person spends on fire fighting and deduct that amount of salary and benefits from the countable (EMT) portion. First responder services are not countable. The cost of the equipment and training the county provides to the first responders would be countable.
