Are the regulations just a charter for lesbian and gay rights?
The legislation covers everyone, including heterosexuals and bisexuals. As such, if a gay voluntary organisation or a gay owned business rejected a heterosexual candidate for a job, (and that job did not have a genuine occupational requirement exemption) the rejected candidate could seek redress at an employment tribunal. Clearly, discrimination more often occurs against minority communities, but in principle the regulations are designed to be accessible to all.
