Are the reductions listed in order of preference?
No. Not everyone will be able to get the same reductions base on the circumstances of their ticket or their record. Additionally, the needs of one may not be the needs of another in terms of reductions. The reductions are listed generally in order of effect they have on insurance points and license points starting with those reductions with no effect ending with those which will put points on your license and insurance, but not to the extent the original charge would have.
