The focus on IPR is critical for the successful development of e-learning. Many teachers and lecturers, schools and colleges are reluctant to share resources as they appear to have a commercial and professional value that the current sharing mechanisms do not recognise. Additionally, many commercial organisations are reluctant to share their knowledge and expertise in ways enabled by e-learning due the need to protect their IPR and a belief that education doesn’t recognise IPR. The valuing and management of IPR in the education sector will need to be an inherent part of the change management programmes implemented as part of realising the unified strategy.
