Are the paper petitions supposed to exactly match the photo petitions?

You should make sure that every person you photograph adds his or her name to the paper petition. If they are unwilling to, please do not submit their photo. But you don’t need to worry if the order of the photos doesn’t match the order of the names on your petition – we’re not looking to do a one-to-one match.
