In all three areas, our data is sketchy and our theories incomplete. Arguments rage mostly implicitly. The implicit answers to these fundamental questions heavily determine one s position on issues related to access, governance and economic development. Our first task is to explicate the arguments. By now, most people are willing to accept the notion that we somehow live in an economic structure that is new. However, the nature of that newness and the difference from what existed in the recent past is still a matter of contention.
