Are the minimum standard rules for child safety seat systems changing?
Not at this time. Although the proposed rule change was intended to implement new legislation which went into effect September 1, 2009, and changed the age and height requirements for children who must be secured in booster seats or child safety seats, the majority of the comments we received involved the reference to the Gross Vehicle Weight Rating (GVWR) already in rule. Commenters either directly or indirectly requested the reference to GVWR be deleted from rule and replaced with new language. As a result, the decision was made to withdraw the proposed rule to permit further research on the topic.
