No. The USA-S rules for lap counting (USA-S Rule 102.5.6) are less restrictive than the NCAA rules (NCAA Rule 2-3). In either case, the swimmer is still responsible for swimming the correct number of laps, regardless if the lap counter or official makes a mistake in the count.
