No. ISO 3166-1 is not generally used in postal addressing as known to the end-user, i.e. the people writing addresses on letters. The only countries in the world that do have a formal agreement on including a country code before the ZIP code are the members of the European Conference of Postal and Telecommunications Administrations (CEPT).
