Are the hinges Jeep Wrangler available in powder coated paint or normal?

I have a white TJ with lots of accessories in black. I thought it would be nice to have all the hinges (hood, doors and tailgate) painted black instead of white. In school I’m going to Tech is a department collision repair and said they would be happy to paint for practice hinges on one condition. I would have to polish the white paint first. The jet sand in our school can not remove the dust cover so I would like to know with certainty before taking the half of my jeep apart from going to see. They are with powder coating. It’s just automotive paint and no need to remove the existing paint. The existing paint only needs to be scraped with sandpaper 400 and then can be painted right to it. If told you that, you need to find another school to go to because they have no idea what they’re talking about.
