The general public is upset with all the drug convictions thinking that even the occasional marijuana smoker goes to prison…this is simply not the case. The drug offenders in prison are those who’ve been convicted of major cases involving sales and distribution. Any lowering of drug offense penalties would most likely been in the area of distinguishing between powder and crack cocaine where there is a higher penalty for crack distributors over powder cases. This is mainly because of the purity of crack over powder.
