Yes, the contents of the two individual HR and Payroll Checklists together are the same as the combined HR Payroll Checklist. The difference in the total number of pages / criteria is due to including system wide, operations, technology, support, system selection and other common details. They are included in each of the individual HR and Payroll Checklists but only once in the combined HR Payroll Checklist.
