The U.S. Census Bureau developed and defined the term “Hispanic” and also created a lot of confusion. By their definition, Basques WOULD be considered Hispanic. However, the term “Hispanic” is an American invention and a Spaniard (from any region of Spain) would not refer to himself as “Hispanic”. Nor would most Latin Americans. They identify mostly with the country and culture that they’re from and not simply with the language they speak. On a side note…Spain has several regional languages and dialects but the U.S. Government bases the term Hispanic solely on Castillian.
