Appealing to the consciences of inmates, the program hopes to aid in solving unresolved or ongoing investigations. The program was initiated in NYS by Doug and Mary Lyall, whose daughter Suzanne Lyall has been missing since 1998. They founded the Center for HOPE to provide a resource for the cause of missing and unidentified persons. As a not for profit 501 c (3) organization the Center for HOPE relies on assistance from many sources and individuals including Michael Salem, who serves as an advisor and is a member of Parents of Murdered Children. The cards feature cold cases of endangered missing persons, unidentified deceased, and homicide victims.
