A.) No, the 13th Co. may take as many marks of the Wulfen as they wish, so long as they are applied towards the proper IC’s or Pack Leaders. Functionally, the SW mark of the wulfen and the 13th Co. mark of the wulfen are seperate pieces of wargear, with different rules pertaining to each. Take each in the context of its codex, and you’ll be fine (For example, 13th Co. can take mark of the wulfen for a character in terminator armor, whereas Space Wolves cannot).
