Are temporary entry commitments threatening Canadian jobs?
No. The Agreement does not apply to measures affecting natural persons seeking access to the employment market of a Member on a permanent basis. Measures relating to permanent immigration, employment, citizenship or residence do not fall within the scope of the GATS. The GATS deals with employment on a temporary basis only. The GATS allows for the facilitated entry of certain high skilled foreign workers in specific sectors. This facilitated process may help to increase investment activity in Canada.
