Depends which state you are in. In 1977, the U.S. Supreme Court decided that corporal punishment was permitted in schools unless prohibited by local and/or state law. And more than 15 U.S. states (mostly Bible-belt states) permit teachers to smack children. Some even permit spanking of children, with or without a paddle, with parental consent. If they say “no”, then you need to find out if it is legal in your state for your teacher to hit you.
