A number of government agencies are involved with the monitoring, regulation, and management of the LDW site. The Washington State Department of Ecology Toxics Cleanup Program is the lead for addressing upland source control actions which could impact LDW sediment. Impacts to surface water that present no threat to sediments will be addressed by other Ecology programs and/or local agencies. In addition, Ecology issues National Pollutant Discharge Elimination System (NPDES) permits along the shoreline of the LDW. Combined sewer overflows have been evaluated by the King County Department of Natural Resources in a report entitled “Water Quality Assessment for the Duwamish River and Elliott Bay” dated February 1999.
