Students who are Dutch citizens or who have permanent residence in the Netherlands, age 30 and under, are usually eligible and have a rights to loans and scholarships. Those who come from other EU countries, according to the European Court of Justice also may be eligible. Loans and scholarships, even those which cover maintenance costs, fall under European Union law.
