In general, I would say no. The strange attractors aren’t necessarily subject to chaos, but the trajectories in the phase space are, i.e. because a strange attractor exists in the phase space, the trajectories become chaotic. An excellent book on this subject is Nonlinear Dynamics and Chaos, by Steven H. Strogatz.
