I think that speed “traps” are for revenue generating. I think that when police want to slow traffic down, they are visible and don’t try to “trap” people. For example, in Georgia (and many other states) the State police are out on interstates, and are very visible and are out in large numbers. I think this is to try to slow down holiday travelers to cut down on holiday fatatlity accidents.
