The 2 person domestic spas located on the patio of a unit/suite that are included with the rental of that unit/suite would not be subject to the O.R. 428 Public Spas. If there is also a general use spa in an inn/hotel/resort that is for use by all of the inn guests, that spa would be subject to O.R. 428.
