Are some fuchsia plants annuals?
There are indeed many types of fuchsia, some of which are supposed to be hardy, some not. Those sold in most garden centres, in pots, can be left in pots until the winter, then moved into a shed or greenhouse for the winter. Or you can plant them in the ground. Whatever they are described as, It is possible to leave some of them out all year, and if they have been described as non-hardy, then they might live, or not. The problem I have often found is that some types can be both hardy AND non-hardy! And the only way you’re going to find out is to leave them out throughout the year. One thing you could do is to take a few cuttings from the plant, and keep them indoors, a shed or whatever, until the spring. Then plant them outdoors, and leave them there. That way you give yourself more chance of success. Good luck with them.
