Are Simcons messages meant as suggestions or are they hard rules that must be followed?
The role of Simcon is to facilitate discussion, to help delegates focus, and to challenge delegates to consider all of the facets and implications of their proposals. Simcon usually makes suggestions about a policy to consider, a ‘next step’ in a process, or a possible avenue of action. However, Simcon’s role is also to ensure that the proceedings and delegates remain diplomatic. For instance, if delegates resort to using slang to correspond, Simcon will remind them to use diplomatic language. So, when Simcon gives a directive, delegates should take it seriously. When in doubt about what to do, ask Simcon again.
