Are shops allowed to refuse coins of 1 or 2 cts?

Today I was shopping at the Action and the cashier refused to accept coins of 1 and 2 cts from the customer before me. She said they werent allowed to accept them as they could not get rid of these coins. My question is whether this argument is valid since 2 coins of 2 cts and one of 1 still makes 5 cts and these coins are valid currency in the entire Euro zone, even though they arent minted in Finland and the Netherlands anymore. I know that €200 and €500 bills also wont be accepted, but thats only because cashiers dont have that many chain and if you use them to pay for €180 than its no problem.
