Costs associated with system enhancements are reimbursable under the grant however these costs will not be funded without sufficient justification. In general, applications that include the acquisition of new GPS tracking equipment will likely be scored more highly than those that involve enhancements to existing equipment. If a rail car owner or offeror is awarded funding for 10 cars and they apply for GPS for more cars that they acquire, is there a process in place to transfer that equipment? No, there is currently not a process in place for the transfer of GPS equipment from one rail car to another. If you are changing what was agreed upon up front in the grant, you must contact FEMA and work with them to negotiate an allowable solution before the transfer of the equipment may occur.
