Third party contractors being paid by Title I funds may be required by the LEA to meet highly qualified paraprofessional requirements (Non-Regulatory Guidance for Paraprofessionals, US Department of Education). Considering the purpose of SES, you are encouraged to employ tutors with experience in working successfully with students in tutoring settings and with teaching credentials.
