No, they are not the same. Electricity is a Semi-Variable cost. The cost to light and cool the plant is basically fixed, but that used to run the equipment is fully variable. Equipment Rental could be Semi-Fixed. You rent one truck for deliveries and general use, which is fixed. But if you reach a higher production level, you need to rent a second truck. The variable portion moves in steps.
