Are Scoutmasters conferences and boards of review held only for advancement purposes?
No. Either a Scoutmaster’s conference or board of review may be done to review a boy’s progress (or lack there of) at any time. Both may also be used to evaluate any problems that a Scout may have. If either a Scoutmaster’s conference or board of review are held to evaluate negative behavior it is advisable that his parents be made aware of these facts.
