Are scientists and/or engineers employed at national labs or research institution eligible to be IGERT PIs?

The IGERT solicitation states that the PI must be on the faculty of a Ph.D. granting institution. People at research institutes, national labs, etc. who do not have faculty appointments cannot be IGERT PIs. Of course, they can be participants who are listed on the first page of the project description. Note that Ph.D. granting institutions typically have policies about who can serve as a PI beyond any policies set by the IGERT program.
