Yes, if the response is from an eligible student. “Eligible” means (see Table 1, page 35 of the Test Administration Manual): • if the student has been educated in the United States for three or fewer consecutive years, and the student’s level of English Language Proficiency is insufficient to produce a valid and reliable score when tested in English; • if the student has been educated in the United States for up to an additional two years, and local evaluations determine that the student’s level of English Language Proficiency remains insufficient to produce a valid and reliable score when tested in English.
