While residents are allowed to park on public streets, the homeowner’s HOA CC&Rs state that he/she agreed to the parking restrictions when he/she signed the purchase agreement and the affidavit for the CC&Rs. The City will not cite the motorist provided the vehicle is parked legally. However the HOA can cite homeowners for violating the CC&Rs.
