No, not at this time. City charter (Section 13.11) does not allow exemptions or credits to residential property owners based on income. Because Virginia is a Dillon Rule State, if the provision is not expressly stated in the law then a locality of that state cannot implement it. City charter would have to be changed through the General Assembly in order to offer residential credits or to offer income-based fee reductions.
