Are psychological profiling tests commonly used by European HR recruiters culturally biased?

The tests (if used any) should be culturally biased to the company’s culture. Thus it can be used as a sieve: if an applicant is not passing this “biased cultural test” – the one is not yours, he/she may match another company better. But, if you ask “should French/English/German test be used for selecting candidates in Russia” – my opinon is NO. So different markets, so different people, so different all. In my practice, i don’t require my recruites using any written tests for psychological parameters. Even when used, I pay them less attention then to other methods, and in any case, I would not consider them at all out of combination with other methods.
