Are Prison ‘Bike Refurbishing’ Programs Addressing Pertinent Issues?

My wife and I are vacationing in Montreal this week and finding it more difficult than we imagined to secure free wireless internet access. So if my next post happens to be not just about prison, but from prison, it’s likely because I went apeshit after someone asked me to pay $20 for a daylong wireless pass. Regardless. If one thing strikes us — and me, particularly — refreshing about Montreal, it’s that bikes seem to be everywhere. And instead of merely splashing bike paint onto major roads and hoping no one parks their Escalades in them, Montreal has taken some action to eliminate the bike-lane-parking temptation.
