(New: 09/29/2009) No. OMB addressed this question in a recent FAQ clarifying their June 22 guidance, “Prime recipients of Recovery Act funds for awards below the $25,000 threshold are not required to submit recipient reports; however, prime recipients issuing sub-awards are required to report these in aggregate.” Although NIH grants under $25,000 will be listed in the HHS Recipient Readiness Tool and the NIH Interim Readiness Tool, NIH does not expect grantees to submit reports for these grants.
