Are “precursors” controlled also?

The DEA does not consider so called “precursors” as controlled substances. They do however have a classification of List 1 or List 2 Chemicals. If a drug appears on List #1 the purchaser must provide a written purchase order, the intended use of the chemical, and the signature of the authorized purchaser. The two things the DEA looks at for regarding these chemicals are quantity and intent. No special procedures are needed if a drug appears on List #2.
