As stated in Paragraph IV.3.1 of the REC Rules, the Officer of the REC Bidder must, in the Part 1 Proposal, certify that the REC Bidder has obtained all governmental and other authorizations, approvals, consents, notices and filings required to enter into and perform the REC Master Agreement.
