Are positions always paneled on or near the anniversary date of their last review?

No. In order to make the annual review schedule manageable, a position may be scheduled within 6 months (before or after) the anniversary date. This is termed the “6-month leeway rule.” Example: a GS-13 researcher was last reviewed in June 2006. The position will be scheduled again anytime between January and December 2010.
